First Pass

Category: This is an economics research paper looking at how costs of microreactors will change with remote operation centers being introduced, and the proliferation of Digital Twins (DT)

Context: These are INL Researchers doing an LDRD.

Correctness: A lot of dubious statements. Suspicious about their hailing of a digital twin as a savior but they don't really address a lot of the cybersecurity concerns of remote operation.

Contributions: Someone had to say the obvious that less control rooms will be less expensive to operate.

Clarity: Mediocre writing.
