First Pass

Category: This is a paper following a workshop. It is kind of a big picture / idea type paper.

Context: This paper was written after a workshop took place to talk about recent NRC regulations. They talk about how different industries categorize the level of autonomy in systems, and create autonomous levels of reactor control.

Correctness: Vivek Agarwal chaired ANS in Chicago this past year. He's the real deal

Contributions: They contribute a first thought on how to go about creating milestones for autonomous systems, and give us a language to use when describing what level of autonomy a system is gunning for.

Clarity: Clearly written. Very nice!
