- Improved issue-point and topic-stress positioning

- Strengthened verb choices (active voice where appropriate)
- Eliminated weak constructions ('then', excessive passives)
- Fixed typo: 'excess' → 'access' in Section 3

OPERATIONAL (paragraph/section):
- Improved transitions between subsections
- Enhanced coherence within sections
- Streamlined paragraph flow
- Better topic positioning across paragraph boundaries

STRATEGIC (document-level):
- Strengthened Heilmeier catechism alignment
- Made 'What is new?' and 'Why will it succeed?' explicit
